How it works
- Write the office it goes to (for example “Kadıköy Kaymakamlığına”) with the city or district on the next line; it is set in Turkish capitals for you.
- Write the subject and your request, one paragraph per line.
- Choose the closing: arz ederim to a higher authority, rica ederim to an equal or lower one.
- Add your name, address, phone and any attachments, then download and sign the PDF.
Frequently asked questions
- Arz ederim or rica ederim?
- Turkish closes a petition to a higher authority — a school directorate, a municipality, a ministry — with “Gereğini arz ederim” and one to an equal or lower office with “Gereğini rica ederim”. A citizen writing to an office almost always needs arz, which is the default.
- Why are the capitals special?
- Turkish has a dotted and a dotless i, and capitalising them the English way turns müdürlüğüne into MÜDÜRLÜĞÜNE correctly but il into IL instead of İL. This uses the Turkish rules: i → İ, ı → I.
- Is this legal advice?
