When does a child need one?

Within Brazil, a child under 16 travelling alone or with an adult who is not a close relative needs one parent’s notarised authorisation (ECA art. 83). Abroad, anyone under 18 leaving without both parents needs it: the other parent’s, or both parents’ if alone or with a third person (CNJ Resolução 131/2011).

Does the signature need a notary?

Yes: the parents’ signatures must be recognised at a cartório (firma reconhecida).
